Pretty sure it must be illegal.
Could stop people from going to other games, a bit like 3pm kick offs are illegal to be shown live on telly for that reason.

Loads of clubs do ticket incentives on cup days to try and bring in extra fans. I'm sure somen of our cup games in the last 5/10 years have even been £10 adults and £1 kids.
