The fact is I think we are the only club talking to Hooper and therefore he is literally holding out for Norwich or WHU to up and meet the Celtic requirements for the transfer

As much as you are probably right, as I even think he's holding out for a Prem offer..

Everyone seems to assume he's stalling because he wants a prem club to come in....possibly yes, but he may also have his agent saying bide your time and see if QPR offer more wages to force the deal. They need you sooner rather than later as the championship season starts sooner.
