I think that it's more that he's saying that the team desperately needs reinforcement, so he'll play the new players however late they sign.

I think your getting a little bit carried away and its just part of Neils mind games. Lets not forget your questioning the thinking of a man that know exactly what he must do to stay in this division. He nearly did it with sheff utd with far less resources.
