they are slow enough already with having to scan our phones to the turnstiles, this will delay things even more. You don't need it on your phone, you can get it emailed and print off a copy and have a photo ID and hey presto your fine. It's how I did it in denmark (you've needed proof of vaccination/neg test there for tons of stuff for ages there). I prefer it to faffing about with my phone.
