From the wording it seems it's nothing to do with a fee but personal terms.

Until we offload some of our hugely rewarded flops from last year....every half decent player that we look to sign will look at what those existing players earn as a benchmark for their own negotiations......

And with the board seemingly being a little more rigid this season (the Wayne Bridge deal)....I think ANY possible signings will drag their heels.....
