If he shot himself in the foot by preventing a move over a few ££££ when he is completely minted already, and his career is slipping away, he would be an idiot.... I therefore don't think it will prevent anything, only drag it out.

Problem is City are not like normal clubs. Most clubs would say "lets just reach a compromise and get him off our wage bill." But to City this deal is probably totally insignificant, massive to us, minor to them.
