Correct although I think Norwich had an even worse number than that.

If so, then is it fair to say promotion should be, if not expected, at least competed for?

A couple of weeks back we were told about a budget of around £10m to spend on 9 players.I then reported from my source, that the figure was nearer £17m.So things seem to be falling into place if we can believe the feedback we're getting.
