I think he's referring to the fact that he can only do business if the funds are made available. He is limited but by FFP, not the club.

I agree it says he is consulted about players and discusses players but that is about it. Agree it is almost certainly Nourry.

Personally have no problem with that kind of set up. Allows the manager to focus on managing the team. So long as he is properly consulted and we sign players he actually wants shouldn't be an issue.
