Isn't there a 12th man campaign at the mo? If so, worth emailing the club, or sponsor of that and asking about flags and allowing them into the ground.

The stewards at LR are over zealous and flags would be good for atmosphere and to show the team and individual players our support.

I don't see how health and safety can stop flags as other grounds should have the same rules???
