But you said every club was at it? Ie. They have some guilt but can't be proved. I'm not sure how you can assume that.

I'll tell you a story (that applies to most clubs). The FA introduced a rule for agents to clear out the murky dealings by making one agent represent the selling club, one for the buying club and one for the player... great idea in theory.. in practice the agents would arrange amongst themselves who would represent the clubs (usually organised by the players agent)... 3 fees would thus be charged and the agents involved with share the fees...

No illegal but totally unethical... stuff like that is what I am referring too.
