Because we valued him too low. If we'd valued him at 25m someone would have bid 20m by now. After all villa put a price of 32m on Benteke and someone paid it in the end. After all he has a better scoring record than all but 3 premier league strikers, and a better injury record than Aguero, Costa, Benteke and Kane.

I think we have priced him really intelligently, its above the range for the lower to mid quality sides and the sides above that wouldn't consider him a luxurious enough signing.
