Basically, we will be exempt from the rules for one year. So we could go mad with money, and knowing us we probably will. After that though, if you spend over your means you will get hit with sanctions, such as transfer embargo and fines. Not to mention loss of a % of TV money.

I managed to free myself, thankfully he wasn't a very hospitable host and after months of malnutrition I managed to squeeze out of the cuffs.
