If for arguments sake we sack HR and bring in one of the forums favourite's, for example Laudrup or Mackay and he goes and makes a few signings that underachieve, they don't work out and we finish mid table. But TF has backed him all the way and of course spent the pound notes on all the signings. Will you be slating TF for trusting his manager or slate the manager for wanting these players?

Both. This would mean he would have appointed 3 managers in his reign and all have flopped. He has a responsibility to envisage what direction the club is going and who is the right man to take us there. If he gets it wrong 3 times then some blame lies with TF and the board. Just because he has blindly thrown money at that manager doesnt mean he is doing a good job.

If TF had taken over and it was a success (i.e. avoid relegation, finish top half of prem etc) would you be praising his chairmanship? If so then it is right to criticise if he gets it wrong.
