          Gloucester is Richard the Third but at the beginning of the play His Bruv Edward is still king which is why he is Gloucester, same character so it was him that said it,

                Yes, I realised that, perhaps I wasnt clear but my point being was that the general consensus being that it was said as Richard NOT as Gloster. Bit of a QI question that!!
