a player who is 22 can play in u21s for a national side i think given hes 21 at the start of the season but i think its is 21 and under as macheda was 21 and didnt count towards the 25

That's the point I am making about it being confusing - if it is 21 and under, Hoilett qualifies on the basis that the rule states that the relevant date is 1st January in the year the season commences - and JH was 21 on 1st Jan 2012. Different obviously if it is under 21.
As usual, the rules are as clear as mud.
