Don't know how much Bircham is in the inner circle with regard to decisions like this, probably only a handful at LR that know 100% due to the commercial sensitivity. I heard the interview and it was the interviewer rather than Bircham who came out with the two sites and Bircham responded by agreeing, it wasn't conclusive but I think the club would prefer a SB location but economics rather than sentiment will drive the final decision.
