Because he needs international clearance and that can't be given till 1st of July,but signed providing he gets this,which he will,take it as done

Only what we all know,no different to anyone else,Nancy official site have clearly said he has signed for us for €4 million,he needs international clearance before we can officially announce it

it was saying that last season as well... for a while i thought it was significant, but nowadays, i just think it's a mistake.

(still think he will eventually sign)
