The FA dont grant the work permits thats the goverments job. I dont think we are appealing but there is nothing stopping him, if he appeals and proves that he is an expectional case they may state that it wont be granted for loans on out right purchases maybe thats what they mean.

He clearly has quality, just not the experience. I would think though that he would come good. If this is true then they should agree to buy for a lower fee and just build in good add ons for appearences etc.
