... although Tottenham is a different situation to W12.

Tottenham High Street still closed off. Crime scene.

Aparently (from other thread), Spurs only London game to be off. Here's hoping eh....
You should never underestimate the predictability of stupidity.

              Big, big difference in locations
Tottenham's where it all kicked off and had some terrible trouble, which has the potential to break out again -- hopefully they'll feel that the copycat trouble in other areas has petered out.

This is the only relevant point and the reason that game has already been called off. The rest will depend 100% on police situation and government intervention whereas the Spurs crime scene is still active and cannot be transgressed.

100% accurate. This is the main reason. The Premier League were desperate to get the game on. The Police have said that the earliest they will be able to hand back Tottenham High Road to TfL and the local council is Saturday morning due to SOCO work and making the infrastructure and buildings safe. And they really are a state. Worth pointing out that someone in Peckham was killed last night due to being hit by falling masonry from a damaged building, so this decision looks very sensible.

Other London games should go ahead (the Spurs game was due to have the largest Police presence of all games in the capital)
