The FA decided to start caging fans in by putting up fences. If there were no fences then people could have escaped onto the pitch to avoid being crushed. Have they ever taken responsibility for this ?

Agree. All the other events that sad day could still have occurred prior to the match, but without fences there would have been no fatalities, of that I am sure.
