They get round it by saying "people likely to stand up at moments of high excitement".
Personally I favour areas of "safe standing" like they have on the Continent.

Loftus Road is a prime example of a stadium that would never have experienced a "Hillsborough" situation, never had fences, therefore would never have had the same issues. We could deffo have safe standing easily, but the authorities won't allow it.
Our "Hillsborough" was that cup tie v West Ham, mass overcrowding, but dealt with and no casualties.
Paul, stadiums have to be all-seater, sadly its the law. Cardiff are proposing to get round it by using a cleverly worded statement.

"We as a Club have had several meetings with the Safety Advisory Group and representatives of supporters groups, concerning the Canton Stand and the proposed improvement of Cardiff City Stadium's overall atmosphere.
The general consensus from supporters and supporters groups is that everyone is in favour of grouping like minded individuals who want to sing and are likely to stand at high moments of excitement.
The 2011/12 season tickets are now on sale and any supporters who would like to relocate to the Canton Stand to become part of the new initiative should look to do so sooner rather than later as supporters are already taking up the option.
When you come to purchase your season ticket for the 2011/12 season, make sure you specifically ask to be placed in the extended area in the singing section, Aisles 105 and 106.
We must also stress that the club will be implementing a zero tolerance policy concerning standing in all other areas of the Stadium. So, if you want to join in with the singing and become part of the new initiative whilst sharing the same matchday experience, consider opting to be part of our new extended singing area for 2011/12."

So they're still keeping the seats, but you'll be allowed to stand in those areas without being told to sit down.............great !!!!! - I suppose at least Cardiff City FC are trying to do something to keep their fans happy and get their most vocal supporters into one area.

Although they say this is for the 2011/12 season, I bet this is implemented on April 23rd and how many rangers fans will be ejected. I go for as many as they can fit into 90 minutes.
