Not the case. They've had numerators on turnstiles since the mid sixties. Many times at various grounds turnstiles were shut due to reaching capacity and not one of the football disasters of the past 125 years was caused primarily of overcrowding.
These days its a false economy anyway. "IF" the government backed down and allowed safe standing back into the top two divisions, the local authorities would not allow more people in those areas than they are currently already licenced for (due to access/egress and fire regs), which means clubs would not reduce prices and defeating the whole scheme.
