I think they will finish in the top 3. They will ship out a few before the start of the season but I think they will be there or thereabouts come next May.

Most teams will never compete with the top teams as the English League system lost all competitiveness once the Premier League became established and then further when the Champions League did.

Parachute payments and the announcement they are being extended will make it worse.

The only way we will become a Premier League force is by being bank-rolled by our owers. Even then we have neither the history, fanbase or infrastructure to compete with the bigger clubs as an attractive option for big players.
