The tide has turned and I reckon 90% of the foreign players who choose England's premier league will be 'mercenaries' or 'average' or 'past their prime payers'. The top players and promising younger players will choose to move or stay in German, Italian, Spanish leagues as they do not have a 50% tax rate.
