        Sorry, I was referring to to Qualifying Groups having Pre- Qualifiers. Malta, Liechtenstein, Luxembourg, Faroe Islands, San Marino etc should be divided in to 2 Pre Qualifying Groups before joining the Competition proper because they rarely contribute anything to the competition. Same for Seychelles and Maurtius etc.

        Not a popular opinion but my opinion.
