I think they need to spend a min of 10m. I think the board know this. We might find 1 or 2 decent free signings but the rest won't be cheap. I would gve Neil a very decent amount to spend and tell him to aim high because we need at least 10 new faces as I can only name 2/3 that I would 'really' want to keep.
