It's the country's medical team that decide if he's going or not. As crazy as it sounds we have no control over that decission other being present when his fitness is assessed by the country.

But England managers have taken injured and unfit players to tournaments before. If he's likely to be fit at some point in next few weeks they have every right to call him up.
