Piecing it all together, it seems to me that discussions are ongoing. There are a few problems but the main one seems to be Flavs valuation of his shares is nowhere near what Mittal is prepared to pay.

Impatient bunch message board rumours fuel fire people get excited then when nothing happens point to a conspirace theory.
