Surprised to see Goss at 6. Anyone know the protocol for giving out squad numbers?

I just don't get why they don't give out numbers that reflect more accurately the first choice 11.
Goss 6; Washington 9 Cousins 8, surely these 3 are not likely to be in the starting 11 most weeks.

Then there are a number of players with numbers in the teens who are unlikely starters whilst others like Leinster Lynch Smyth and Sylla have 30s and 40.

Luongo and Scowen are likely to start and should have numbers to reflect that.
