Who should oversee transfers?

Following the excellent research work of sirpiechucker today regarding the signings since the takeover, is it becoming clearer that we need t ochange the way players are recruited.

So which of the following is the way forward

1 Bring in a manager to oversee all transfers

2 Bring in a director of football i.e venables or francis

3 Neither, stick with Gianni

Manager should pick his own players then if the money is made avalible make an approach.
