I don't think it's serious. Players have reneged on pre-contract agreements on numerous occasions since the Bosman rule came into effect. All that normally happens is if the pre-contract agreement is deemed to be legally binding then the player reneges on it, the club he has the pre-contract with are due compensation. This is exactly what happened when John Obi Mikel signed for Chelsea having previously signed a pre-contract with Man Utd. Never heard of clubs being prosecuted for approaching an uncontracted player who has signed a pre-contract elsewhere!

We should've signed him following his loan here. Reckon he'll stay in Italy and be back in England by next year. Think it'd be good for him to stay there and focus on his football, too many distractions in England for a guy like him
