Best way to check via windows is:

Click 'START'
Goto 'RUN'
Type "CMD" and hit Enter
Then type "PING qpr.co.uk" and hit Enter

This way you are trying to pass data to their server and it measures the time it takes for that data to be passed. You simply get a message saying: "Request timed out."

MEANING their site isn't working.

unfortunately working for local goverment cut back's being made left right and center

they aint buying new kit in
