Harry chooses the targets and priorities, gives the list to Phil and between him, Rebecca Caplehorn, Mark Donnelly and the board they endeavour to do the deals and make it happen. That's the official line at least.

I only ask because Arry gets a lot of flak for our signings and I don't believe he's behind a lot of them.

Harry played no part in the Dellatore signing though.
In an interview Harry said he didn't know much about him.
Some of Harry's signings I don't agree with, but no-one should be signed over the managers head I feel.
