I asked the same question about Vignal a few days back and one of those ITK told me we didnt sign him due to his massive wage demands apparently.

He did very well on loan at Portsmouth until he got injured. I think he is fit again, but is not going to replace Glichy and Gibbs seems to be 2nd choice at Arsenal.
