They announce their squads after the window closes, by which time it'll be too late to loan anybody.

Premier league starts 11/08/17, Window shuts on 31/08/17. Am pretty sure players who are surplus will be told before end of the window at least a week before is my guess. Would benefit the PL club to get the wages covered and players out playing for a start.

Only have to see Barrow going from Swansea this week to know that is likely to be the case that more PL players will be available soon.
