Who's calling the shots?

I think a lot is assumed on who is calling the shots, we know that one of Lee Hoos's main tasks is to oversee the financial stability of the club and give a budget, no easy task. However I thought, from what I've read and heard over time that comes out of the club, that the manager, be Jimmy at the time or Ollie now, identified targets and then Les got involved to see if the club could get the deal done within the financial boundaries set.
