          EFL rule 28.2 (a)

”It may be possible at the League’s discretion, to waive any fines if Harry Redknapp had been involved with the club during the reporting period where such offences may have occurred.”

The real blame lies elsewhere Hugh's redknapp others that leave clubs cash strapped are doing what chairmen and directors want to try to buy success would Hugh's and Redknapp have got away with it under Tango and Cash or if the Mittals had full control ?? No

True to a certain extent but when both Redknapp and Hughes go into a club they immediately start to demolish the whole squad and need to buy anyone they can get their hands on. Neither of them have the ability to coach the squad to make it better.
